With an almost 35 billion to 1 billion ratio mobile phones to Web users globally,  Europe is lending a voice to social networks and leading the way via mobile phones.  In my expereince, I am receiving SMS notifications from Facebook on my Sprint Smart Phone.  Right now I am finding it useful with 5-10 notifications per day.  Any more than that it becomes too much.   Here is a link to the article in the UK Guardian.
